The subsidy

The Flemish government attaches great importance to strengthening small and medium-sized Flemish companies (SMEs). That is why the government has introduced a subsidy measure for businesses. Employees may follow training courses and/or the company may seek professional advice with a subsidy: the “SME portfolio“. A prerequisite for obtaining the subsidy is that the training or advice promotes the business’s core process, and the training or advice must be provided by a registered service provider for the SME portfolio. But what requirements do you have to meet as a trainer or consultant to become a registered service provider for the  SME portfolio?

  • The support percentages for the SME portfolio will change as of 1 December 2019 and the support ceilings as of 1 January 2020. But the SME portfolio will remain in existence. Read more about the press release issued by the Flemish authorities.

Is an SME portfolio registration suitable for you?

Training or advice aimed at improving the core processes of Flemish SMEs, is eligible for subsidies via the SME portfolio. The SME portfolio, will lower the threshold for SMEs to use your services. In order to obtain the distinguishing label “registered service provider for the SME portfolio”, you have to prove, by means of an audit, that you are working according to the qualitative standards established by the Flemish Agency for Innovation and Entrepreneurship (VLAIO). This audit must be carried out by an independent certification body approved by the VLAIO.

SME portfolio audit for start-ups

Have you recently started training or consultancy activities? An SME portfolio registration may also be suitable for you! As a starting prospective service provider, the audit is split into two parts. In the first part you will be assessed on whether you are “ready to go” to carry out the activities. You are then still exempt from “proof of experience” and the “customer satisfaction survey”. After a positive initial audit you will be granted access for a period of two years. After two years, another SME portfolio audit will follow on the experience gained and customer satisfaction. If you pass this audit, the end date will be extended by three years.

Flemish training leave (VOV)

If you wish to be eligible for the Flemish training leave, you will have to meet 4 conditions. Condition number two requires your training courses to be included in the training database for Flemish training incentives. Only training courses from registered service providers are included in the database. You may become a registered service provider by obtaining registration for the SME portfolio.
